Because when changing viewport, this values updates, so it never reaches the breakpoint.

Also, this statement is dangerous

Use flexible CSS units like percentages and em instead of fixed units like pixels.

Because if you declare a font-size in the parent element, you will unpredictably resize child elements with em values. Also, max-width, min-height and other limit values may use fixed units. It makes no sense to a limit to be flexible, do you agree?
