It's easy to manage priorities based on who screams the loudest, e.g. Project Managers. That is generally a distraction from the actual priority. I worked in data networks enough years to know that. I tend to prioritise on whether an issue is service rather than ego affecting. If there are two service issues, I decide whether resolving the simpler one first is better, otherwise it risks being a consistent distractor resolving the more complex issue. If not, I'll inform the owner of that issue of any delay, and for them to contact the other problem owner if they want to discuss it. The biggest problem to resolving issues is other people.
