Is it possible to install/setup SDL2 and C++ on a chromebook?

I have a Chromebook with Visual Studio Code that I've been using for python, and I want to start learning C++ by making simple games using SDL2.
But I can't find any tutorials on how to setup and install it. Please can anybody help?
