Apache Storm 2.5.0 migration - workers are not getting assigned to topologies

I am new to apache storm and taken up a task to upgrade to storm 2.5.0 from existing version 2.2.0.

I am able to submit / create new topologies but workers are not getting assigned and hence i am totally stuck in this migration process.

I am using CLOJURE code to inside storm.

I tried a lot to sort this out but somehow unable to do so.
