Need help in building a new application from scratch

Hello All,
These days data is evolving, expanding and eating up our storage.
I've been following DLT since 2010 and based on my work on data storage, I'm trying to fix a data deduplication issue which can actually optimize storage space.
Thinking to start it using lists and cursors with the 94 English US keyboard characters as pointers have much smaller footprint.
What language is better to implement this application?
Which database is best to implement this kind of chain?
Is there any other way to tackle this issue?
Feedback and ideas are much appreciated.
