Hacktoberfest is not a community event, it's organized by Digital Ocean which is a company and the aim for doing that is to gain visibility. The maintainers paid the price of that marketing movement, there's no "let's help open source" behind the scenes, neither a good intentionality here.
The people that is capable to add something good into open source projects is already doing that, what results can you expect starting a run to be one of the first [limited number] to pick a place for opt-in to win a T-Shirt?
