I'd say it ebbs and flows with the hype cycle — so it changes with time.
Of course, it's a matter of personal opinion, but you can sometimes validate this in hindsight, and one thing that comes to mind for me: Angular 1 was super overrated (Not a language, but still relevant), so were most JS libraries that tried to do away with jQuery until React came along.
Angular did not make things easier than jQuery, but it had a lot of excitement and was part of a road towards more complex interfaces being possible with JavaScript — but if you were around at the time, you were better off skipping it.
Angular evolved, but in my opinion it was overrated at v1.
Agreed about all things you said about Angular. I tried to like it because it seemed like the MEAN stack was going to take over, but I couldn't help getting knots in my stomach even as I followed tutorials from Code School — and their stuff was generally fun and easy to follow.
React and Vue are both far easier to understand and they're even fun to use.
For me it was probably the MEAN stack and MeteorJS. But that's probably because I was a young dev when the hype for them was around and I already wanted to use JS primarily.
