Governments around the world put a great effort into controlling the exit nodes in the Tor network and to be able to raise and shut down nodes at convenience for obvious reasons.
VPNs are oftentimes provided for free and promoted as well to create network armies to use at convenience plus it also works for gathering users information (either be them in the dark web or not).

Don't believe you can be anonymous nor private since long ago. Of course it depends on where do you live and the effort that your government put into these subjects but if you mess around with other countries's stuff they'll probably find out pretty easy anyway.
