My opinion about smart cities is that they use a lot of bleeding edge tech - think self-driving cars and big data for example. So that's way too many things for a bunch of smart city engineers to handle by themselves. This doesn't even include the number of people needed to secure it (protect it from hackers).

When I was working on it we used lots of opensource technologies that weren't specially hard to use, the challenge was to create the needed solution with'em. Also I think it's not true that there are just "a bunch of smart city engineers", at least at my ex-company we had lots of departments and other companies working with us and helping where we couldn't reach, including security and big-data protection matters!
