There are infinite ways you could go about doing this. If it was me I would use React for developing the website. And then React Native for building the iOS and Android app.
So you would need to learn HTML, CSS, JavaScript, React and React Native to do it.
Its too simple, you can do that with the help of JavaScript and PHP. Recently i build a website Dog Dude with the help both of them.
