I think I will go with https://www.hostpapa.com, they are enough for what I need right now. Because I also have a lot of projects and technologies to learn right now.

Sort of. You need to handle your own firewalls and software. You just get a really cheap box.
They do have a cloud offering. But I believe you still need to install nginx PHP sql etc
Knowing docker or any others you listed may speed up the process.

Most people don't tend to leave reviews if a service is good. More so if it's bad. Reviews in this sense are skewed. They have tens of thousands of customers who are happy.
Moreover I trust what others use rather than what a review site says. Anyone can leave a review with a 1 star.
I've had them for 5+ years with no issues. I've even been negative and had no issues sorting it out. You get multiple warnings for over balance before they suspend you
I read more into the reviews. The top complaints that I could work out
They reply with a well thought out explanation. Fraud. People cancel their cards when they are lost or stolen so in the case of using CC it's risky. I've always used PayPal
Hetzner don't provide DDOS protection on their dedicated servers. This has always been the case
Hetzner doesn't give technical support beyond the very basics. Their cheap prices reflect this.
It seems people just misunderstand what they are actually buying. And also expect too class support for a few dollars a month.
Hope this clears up some of the reviews. Most are nonsensical and are just the by product of expecting everything for nothing
