Really? A modern web app must support IE8 and IE9 as listed on the image? If the vendor stopped support, I don't think web developers need to either.
Yes, there are some people that have workplace restrictions, software restrictions or accessibility issues that limit them to older browsers. But from a security point alone, I would not want to develop a shopping website for IE.

Nobody ever wanted to write even one line of code for IE, not even me 😉 But in reality, everything is different.
