It's frustrating that so much systematic change is out of the hands of people who are likely to actually make those changes. The CTOs and CEO's you mentioned are unlikely to implement these changes (unless pressured by an external force which is why I'm glad so many people are quitting rater than going back to the office).

That's not entirely fair. I'm not trying to cover for senior leadership in a lot of these companies. In my experience these kinds of initiatives get proposed at the executive level and embraced by the line employees. The resistance comes from middle management who are generally resistant to disruption in their world order.
