Depends on what the consultants/vendors are brought in for. If it's political/to facilitate a transformation it might be more constructive to be treated differently. If it's as a team member to work on a shared goal, being treated the same will help to integrate people. Of course this assumes that the client has already progressed beyond the technology-as-a-cost-center mindset.
