Surprised me too but I checked from various ISPs and always saw the same routing to Singapore. I wonder if this is due to regulatory issues, i.e. DNS based censorship? Ironically Singapore has similar censorship regulations affecting local ISPs but perhaps not enforced on traffic going out of the country.

Alternatively, it might be infrastructure related. I am no expert. But Singapore ISP's used to have horrible interconnect to each other. However every ISP had a reliable connection to Taiwan.

Considering that there is at-least 20 ISP's in India listed on wikipedia, until local interconnect is fully sorted out for all ISP providers from google/cloudflare point of view. It might be more reliable for them to just dump it onto Singapore. YMMV

Or perhaps they just simply do not have a server in india =X
