Twilio call conferencing over VoIP

Hi all,

Is it possible to create a twilio conference instance over VoIP?

Our app uses react-native-twilio-voice-module, and we are wondering if its possible to create audio conferences over VoIP, or if this has to be completed through a dedicated back end i.e. written in java/python?
