The mystery of the two unknowns: the site was handed over to the client, fully operational, there were no complaints.
After some time, the site stopped displaying correctly, which the client complained to me about. After digging around inside, I realized a simple truth: some security settings have changed on the hosting. And now, when trying to upload a style file, the client sees a 403 error:
It turns out that it's not my fault. Hosting also tried its best. But the site is not working.
Who is to blame?

When you deploy/give project to client and it is agreed that it works as intended the project is done and you should be paid. Everything after that is maintenance service that should be paid too. If you are not paid for the first part, be glad that that happened now you can insist on payment before looking into the problem.
The problem seems to be some account issue, if hosting company cant resolve it, ask for substitute account, or simply change hosting and update DNS.
I am currently communicating with the hosting technical support. They see the problem in the fact that the css file is connected via min.php?file=PATH...
although again, at the time of the creation of the site everything was in order. In general, as the issue is resolved, I will supplement the post.
