Excel files can be generated from code. In this case, in Python, including a chart. If you don't know Python, learn Python first.
Plain Python is not enough. To start you need to install xlsxwriter.
This is a Python module for writing excel files.
Then define the excel filename and sheet.
workbook = xlsxwriter.Workbook('new_excel.xlsx')
worksheet = workbook.add_worksheet('sheet1')
Write the data to the excel sheet. Then add the chart data. Now this is pretty self explanatory.
