Is CSS a programming language?

A few hours ago I was talking with a friend and asked him this question.

We're both working in our thesis for a software engineering title, but right know we're working on a web dev project, and having worked before with PROLOG I realized CSS is very similar in a sense.

The way I see it, with CSS you can define rules allowing computers to do some math and resolve a problem based on the previous rules. I know there's a lot of discussion in this topic, but I'm kinda new here and wanted to see on first-hand what people have to say about it.
