As Wikipedia says

A database is an organized collection of data, generally stored and accessed electronically from a computer system.

I think Excel is a database. I even used to use Google Sheets as database for my Discord bot. It was important for me to be able to edit and share data in sheet + query it on Discord by simple commands.
