The key on this would be collaboration and rich formatting options with availability to sketch ideas visually (diagrams, wireframing..), so anything from google docs to notion could work..
True, do you use some ready-made templates for starting?
There would obviously be a lot of approaches based on the organization structure of company and the specifics of the project itself. Some good starting patterns would be described here and also here :)
