Correct, it is not using the Ethereum network, just the Ethereum virtual machine. ie it will be able to run smart contracts written for the Ethereum network, but they will be running on the Flare network.

That implies it uses the Ethereum Blockchain which I don't believe to be the case.
Flare Network is to be powered by an EVM not the EVM.
That is my interpretation of what I read on flare.ghost.io/theflarenetwork/
