You could always put linux directly onto an older machine, if you were looking to save money. Your setup is literally using Windows to host a terminal and VSCode, both of which are natively available for linux.
I was thinking this same thing. There are many options for good/cheap hardware, and many distros to choose from for preconfigured experiences. Get a Thinkpad and use Mint/Manjaro/Ubuntu, you're good to go.
