Infinitely loop over an array

const loopOverArray = (arr) => {
  let index = -1;

  const getNextElementFromArray = () => {
    index++;
    const nextIndex = index % arr.length;

  };

  return getNextElementFromArray;
};

const getNextElement = loopOverArray([1, 2, 3]);
