Amazon CloudWatch Metrics
The CloudWatch Alarms feature to allow you to watch CloudWatch metric and to receive notifications when the metric fall outside of the levels that you can configure.

Amazon CloudWatch is a monitoring service for AWS cloud resources and the applications you run on AWS. You can use Amazon CloudWatch to collect and track metrics , collect and monitoring log files, and set alarms.

AWS CloudTrail Insights helps AWS users identify and respond to unusual activity associated with write API calls by continuously analyzing CloudTrail management events. This is also a web service and it records activity made on the account and deliers log files to Amazon S3 Bucket. This also provides governance, compliance, operational auditing, risk auditing of AWS accounts.

CloudTrain can record history of events/API calls made within your AWS account, which will help determine who or what deleted the resource.
