JavaScript always had TypeScript

Uh... not quite. It first went public in 2012 and only started development internally at msft in 2010, almost 15 years after javascript had been living in the web.

Type annotations were one of the biggest features for Python in v3.5 released in 2015. They were an "official" support for things that were previously being done using comments or docstrings.
