Creating a SSH to Linux hosts

I want to create a web application that shows a terminal and I can connect with a terminal to any Linux host. Here is a diagram for it:

I am looking at recommendation on which libraries or software design that I could use to make this work (front end service or backend service or creating a virtual private network with the devices). How would that look like in terms of implementation.
