Scuttlebutt (ssb) network can peer through wifi connection, so user can sync (and gossip) the content just through the local network.
Make the website available through dat network. This is more seamless although still require the special beakerbrowser - handbook.protozoa.nz/experiments/p....
Both solutions however require special application that user need to download and install.
