One of the most salient features of our Tech Hiring culture is that there is so much bullshit. Everyone knows this. Each of us contributes his share. But we tend to take the situation for granted.
I'll add a few thoughts. Generally put yourself out there and be okay with some rejection along the way. Look for local clients as well as online. There are a lot of channels and you'll find what works best with experience.
As Jean-Michel pointed out, this is as much about marketing as the raw tech skills, but both matter and can only improve with lots of effort, practice and immersion into the ecosystem (which you are clearly already doing).
I basically got my start with odd freelance jobs etc. And so did lots of other folks I know.
