Angular is a fully baked framework that comes 'batteries included' and is very opinionated about how it works. This means that the vast majority of NG projects look very similar but this means there is a lot to learn before you can be productive.
React is a Library and leaves a lot of the peripheral functions (routing, API management, state library) up to the development team so every React application looks different but you can pick up the basics quickly.
