I'm not sure I follow your reasoning. I've never really used medium or substack (and I'm not sure whether they're the same thing, because you mention both in this post?) but the features you're talking about don't seem to be ones that are missing from DEV (or anywhere else.
Following you here is a single click, or can be done through any feed reader looking at dev.to/feed/ivanovyordan.
Getting notifications by email is ok if you only follow a couple of people, but if you follow hundreds, it quickly becomes a mess. Having a forum where you can manage who you follow and see a feed of their posts is often something people will prefer (I know I do).
What benefits do you see to using one platform over another and what benefits do you think most readers would consider worth following in separate media?

Thank you so much for replaying that quickly.
I tried Medium for a bit and DEV for way longer.
I've used publication aggregators and RSS readers for a long time, but they don't work for me anymore.
Nowadays, I just want to see everything in my email inbox, read it, and delete or archive it. Substack (and alternative services like Behiiv) do exactly what I need.
So, I guess I find using email easier, more personal, and more interactive than on another website. I also, hope that's the case for my audience.
I hope that makes more sense now.
