I am not aware about the internals of the Angular team at Google. But, it's also true that the core members leaving the team which we hear from their social media updates.
But, we should not be pessimistic about the Angular future. Angular has come a long way from 1 to 10 and there are so many improvements been done in the user experience, DOM rendering, etc
One thing for sure, technology doesn't go bleak all of a sudden. If we see, the native technologies like asp.net, wpf, asp.net MVC still exists and the enhancement is still on.
So, coming to the Angular side, we might not see a big leap every version but updates will always be there.
So, we should be positive and keep learning, exploring Angular.
