As a starting point, convince me that they need websites. What would be the return on investment, and how did you calculate it?
Well for one if they want more tourists and customers to come to the area so that they can make money they need to advertise online.
For example diddlysquatfarmshop.com/ created by Jeremy Clarkson put it on the map. And also Binley Mega Chippy is a social media success. Just tell them about those.
But do they really? Isn't strong presence on Google Maps / Yelp / TripAdvisor /… more important? And for example Google My Business (tied to Maps) lets you create a decent website for free.
