We are using:

Excalicdraw - excalidraw.com/
For generall UX wireframes

and after UX is validated we are creating mockups with Figma

Figma - figma.com/
Figma is meant for for detailed UI Design

Depends on what you mean by designing. I'd recommend pen and paper for ideation and low fidelity prototypes, balsamic or something similar for more defined low level prototypes, figma for high fidelity UI and prototypes. Usability Hub is then great for some user research and services like inspectlet and hotjar are good for overall system use recordings and running A/B tests in production.

All in all no such thing as universally agreed on "best tools" as that really depends on your particular needs.
