I think npm and GitHub are both ways to host CSS packages. Personally I would rather not have another package manager I have to manage. I remember the days of chaining Bower commands to npm install, and those were dark days indeed.
I am particularly excited to see what Houdini brings and if it will truly allow us to polyfill cutting edge CSS into today’s browsers.
