Why do you say so
Because the phrase "learning to code" can mean a lot of things from learning Assembly to learning CSS or even specific frameworks like Rails or React.
Most of the time "learning" to code is used to basically just mean starting out and learning some fundamentals like what functions and loops do, but it could also be understood as mastering a certain field of programming.
And when have you "learned" to code? When you can write a Hello World program? When you can built a working calculator application? When you can start working on any random project and find your way around without help?
