There are even more titles to grab your attention, and I cringe when I see this titles. But every post is just a personal list which is a subset of what we already know from awesome lists on GitHub. (There is an awesome list for awesome lists)
And everybody knows that top 7 posts of dev.to are just discussions and I personally witnessed that. When I posted a non-technical discussion oriented post, it reached a lot of engagement within a short time (half of my total reactions for one post). And all my other posts are just dead.
Honestly I suck at coming up with catchy titles and instead I tend to make it a summary of my post. But who cares?
Sometimes there are "list of collections", or just another approach to PR something (they may own that one 😷)

It's called "SEO" (Search Engine Optimization).
A good SEO title has a sentiment element in it.
I don't see anything wrong with using those words, as long as you provide helpful content and it's just not click-bait.
