Not to take the easy way out, but I honestly think itโs both - even if youโre looking to foster meaningful connections, you need to reach out to many people to get there.
Quantity: Try to reach many different people and a lot of them.
Quality: be picky because we only have so much time, energy, and mental capacity to give. Some people can inspire and connect, some might be friends, business partners, customers, teachers, and students, some might be more than one of those, but some other people might turn out to be toxic or evil. Also, if you reach out and expose yourself to find customers, you will also get a lot of spam (calls) from people trying to sell you something that you never asked for.

Quality, always. What is the goal of having a lot of connections but doesn't talk to them and exchange XP? DEV community brought my most valuable contacts recently.
Some of the best contacts I've made have been at f2f conferences spanning a few days.
