Not to take the easy way out, but I honestly think it’s both - even if you’re looking to foster meaningful connections, you need to reach out to many people to get there.

Quantity: Try to reach many different people and a lot of them.
Quality: be picky because we only have so much time, energy, and mental capacity to give. Some people can inspire and connect, some might be friends, business partners, customers, teachers, and students, some might be more than one of those, but some other people might turn out to be toxic or evil. Also, if you reach out and expose yourself to find customers, you will also get a lot of spam (calls) from people trying to sell you something that you never asked for.
