I find difficult to meet all people, platforms are always divided by activity dribble or codepen for designer, github for developer, soundcloud for musicians, and translator/tester .. hum nowhere :)
Some projects start on Twitter/Facebook, some on Github. But it could be difficult for non-tech people to be aware of theses projects.
Github is a good platform but if you want to contribute to a music software project they're so many choice, you can find dead project or owner which doesn't accept PR, or don't need your specific help (design, translaction).
