Why is Tailwind CSS so popular, and is it worth using?

In the last few years, Tailwind CSS has been quite in the fray and in the process, has changed the whole web development landscape and approach. Traditional frameworks like Bootstrap or Foundation hand over the final building blocks to the user, pre-defining them and then set on the way to accelerate development.
