Completely agree with 2, after you spend some time thinking how to articulate your question, it could even be that you already know the answer just because you have put your thoughts in words.
Not so agree with number 1, you could have both, a greeting and a question, we are humans after all, even for machine you have some auth/ack process before asking what you want.
