For using Exchange 2013 recovery database:

  1. First Verify the database health status:eseutil.exe /mh
  2. If the database is in Clean Shutdown , then check next step. In case database is in dirty shutdown state then perform the soft recovery or hard recovery to repair the database.
  3. Create Recovery database using the following command: New-MailboxDatabase
  4. Now check if the database is in mounted state using following command: Get-MailboxDatabase
  5. Now Mount the database: Mount-Database
