I just got it.... do I need to just restart?
What shouldn’t a MBP do that,
Is mainly for a desktop?
Does charging it too much?
What low % should I let the battery go to?

Don't worry about it, it perfectly fine. Think how much you have it free, not how much is taken.
Battery from what I know (li-io) is best kept between 30-80 percent if you can control it that well.
