Many reasons for that: people might have an existing codebase in Ruby, prefer Ruby's dynamic typing but wish to have some control in some areas of the app, libraries might be missing or just simply prefer Ruby as a language :D
After all Sorbet has been released by a company that's know to have a huge Ruby codebase, they might have decided that it would have been very unpratical and costly to rewrite everything in another language.
