I would argue though with the usage of TODOS. Never let them spawn like mushrooms as they tend to promote procrastination among others reading/contributing to the code.
Of course, I agree, too much of anything results in a negative outcome. And clearly, if you have a lot of TODOS in your project then its likely that it will result in a lot of technical debt.
