we have been wanting to modify onboarding to at least have folks fill out their profiles before they are given some follow suggestions
Yes please! I even think people should fill their profiles (at least a few details) before even being able to follow someone.
Most of my 300-ish followers are completely empty profiles. That's not really an issue but it kinda make the followers list useless, relevant profiles are drowned in empty ones.
For further actions, you may consider blocking this person and/or reporting abuse
