I got to agree with Adam on this. There might be a lot of reasons for the developer to not "levelup" in the company's eyes. The only thing you could have done differently.
It might be just opening doors for the person through your network. If you think that he/she is a awesome developer and you have full confidence to refer the person to your developer network. Due to their work ethic or value, they bring through their work.
