How to start a programming blog?

You can buy a domain and hosting and everything else with hosting providers (I won't mention any to not advertise), and you simply set up your blog following some tutorials.

Then it is just a matter of being consistent and writing interesting stuff. There are ups and downs, but with consistency, you'll come on top :).
