Ideally use and don't use them. Lots of my vanilla-work has been inspired by ideas from frameworks and libraries.
When interviewing, I try to keep the topic on fundamentals, because I assume if those are in place then you can work on all kinds of projects.
Where I get mad is when non-developers (like sales and marketing) are trying to force usage of a certain framework, just so they have a cool buzzword to throw around. I needed to justify more than once why the e-commerce-pages we do don't use Angular/React/$SPA-Library. Spoiler Alert: BECAUSE IT DOESN'T MAKE SENSE FOR A SHOP!
Amen - there's a whole other post to be written about how frameworks become poisonous buzzwords, especially in recruitment.
