I'm the author of PowerCSS, single page web applications (the book), and the hi_score SPA framework. Sorry, but CSS in no more a programming language than HTML 5. I enjoy and use them both, and they are declaritive languages. But neither are Turing complete.
Fwiw, the whole css pre-post processing ecosystem is mostly costs more than it benefits. Many people don't understand how and when styling directives should be generated (hint, run-time, not compile-time). Check out the PowerCSS.org for a discussion. Or my presentation "dump less and Sass for js-powered css" from 2014.
